WAT SÊ ZUMA IN SY STAATSREDE?

Wat is die betekenis van die 2014 verkiesing op 7 Mei vir die Afrikanervolk, was die AVP se vraag in ‘n vorige artikel. Enkele afleidings was bv. dat die moderne “demokrasie” destabiliserende instrumente in die hande van die imperialiste geword het uit hoofde van demokratiese verkiesings waar die uitslag nie gepas het in die wêreldplan van die imperialiste nie. Die gevolg is opstook van onrus, wapenvoorsiening vir geweld en die tafel is gedek vir anargie en chaos wat honderde duisende, waarvan baie onskuldige lewens, se verlies die gevolg was en nog is.

Verder dat die uitslag in die korttermyn vir die Afrikanervolk geen verligting sal bring nie, dít staan vas. Dat die langer termyn ‘n bepaalde tendens sal vertoon, is egter net so seker. Die tekens van weersin in die “demokratiese despotisme” van getalleoorheersing waaraan die NP-regerings van Vorster, Botha en de Klerk die Afrikanervolk onderwerp het, is oral sigbaar en vereis geduld maar ook ‘n ingesteldheid van verset wat ‘n grondslag van gereedheid in die gees  van elke individu en uiteindelik in ons hele volk moet bewerkstellig, sodat die noodgedwonge assosiasie met onreg nie sal omsit in aanvaarding daarvan nie. Daar moet versterking van geloof kom en bereidheid om dit in die openbaar te bely as ons volk verwag om die benouing waarin ons beland het te ontkom, was ook in die vorige artikel uitgespreek. Kom ons kyk nou na wat te wagte kan wees, afgelei uit Zuma se staatsrede.

 

WIE BEPAAL ZUMA SE RIGTING?

Die vure wat rondom Zuma brand moet ‘n bepaalde invloed op sy staatkundige rigting uitoefen. Eerstens die gesprekke tussen hom, Mbeki en die Broederbonders in London en die ondernemings aan mekaar. Tweedens die Amerikaans-Britse belange, gevestig deur Henry Kissinger en Margaret Thatcher se bemiddeling om Mandela vrygelaat te kry en derdens sy lojaliteit jeens die Kommuniste en Brics waartoe hy verbind is. Nader aan hom is die bloed wat dikker as water is, naamlik die Zulu’s wat hom gehelp het om die politieke mag uit die Xhosas se hande te neem deur hulle getalsterkte. Bepaald ‘n moeilike scenario as sy affiniteit vir luuksheid en geld hier bygereken word. Uit bo-vermelde geledere is daar vir die Afrikanervolk géén heil te verwag nie!

Freedom Charter

‘n Gemeenskaplikheid of gemene deler wat Zuma kundig in sy staatsrede gebruik het, is egter die Freedom Charter wat deur al die genoemde partye in mindere of meerdere mate in aanloop na die verwydering van die apartheidsbeleid, gesteun het. ‘n Vinnige beoordeling van sy staatsrede mis die woordgebruik wat die tendens aandui om die Afrikaner deur wetgewing uit sy besit en sy land te dryf en indien hy dit oorleef, sy lewe hom te ontneem.

WAT VERWAG KAN WORD OP GROND VAN DIE STAATSREDE.

MISDAAD:

Die heel belangrikste vir die Afrikaner is die fisiese aanslag op sy lewe. Die moorde op blankes in Suid Afrika skreeu ten hemele en al wat Zuma in sy staatsrede daaroor te sê het is, Some progress has been made over the past five years in reducing the levels of serious crime such as murders, aggravated robberies, crimes against women, children and other vulnerable groups, but they remain unacceptably high. Sy oplossing: “We will work to further reduce levels of crime.”  Geen plan, geen metode en duidelik geen sweem van begrip vir die omvangryke impak op die totale staatsbestel wat die gebrek aan veiligheiid, disipline en wet en orde verteenwoordig nie. Dit trek ‘n streep deur ekonomiese groei, inkomste uit toerisme, die vooruitsig op ‘n miljoen werksgeleenthede uit landbou en menige ander dagdrome wat in sy retoriek voorgekom het.

Zuma se lofrede vir die afgestorwe Michael Coetzee vir: ”His contribution to the struggle for freedom and democracy will never be forgotten.”, plaas die klem op sy sentimente terwyl sy uitgesproke medelyde met die ongelukslagoffers van die helikopterlugramp eerder beledigend beskou kan word in die lig van die gebrek aan genoegsame vliegure vanweë ‘n gebrek aan geld vir behoorlike opleiding van vlieëniers in Suid Afrika!

Dat Zuma in sy staatsrede vir die gehoor speel blyk duidelik uit die teenstrydige stellings van: In the February State of the Nation Address, I related the good story of 20 years of freedom and democracy.We stated that South Africa is a much better place to live in than it was in 1994, and that the lives of millions of our people have improved.”

ANOMALIE

“However, as the National Development Plan and the Presidency Twenty Year Review highlight, the triple challenges of poverty, inequality and unemployment continue to affect the lives of many people.”

 

TRANSFORMASIE

“As we enter the second phase of our transition from apartheid to a national democratic society, we have to embark on radical socio-economic transformation to push back the triple challenges. Change will not come about without some far-reaching interventions. We have put in place a programme of action based on the ANC Manifesto and the National Development Plan.” Duidelik is die ANC nog lank nie met ons klaar as hierdie die tweede fase van oorgang van apartheid na demokratiese gemeenskap moet wees nie. Solank as wat daar ware Afrikaners hier oorbly en die Swartes politieke beheer het, sal daar nog ‘n derde, vierde en vyfde oorgang kom! Verandering deur verreikende ingryping?

 

EKONOMIE:

“...social partners will also need to deliberate on wage inequality. On our side as Government we will during this term investigate the possibility of a national minimum wage as one of the key mechanisms to reduce the income inequality. Gelyke betaling vir gelyke werk maar ongelyke verantwoordelikheid!

BUITELANDSE BELEGGINGS:

“The low level of investments is a key constraint to economic growth. We are determined to work with the private sector to remove obstacles to investment. We would like to see the private sector showing as much confidence in the economy as the public sector. We will continue to engage business in promoting inclusive growth”

Met korrupsie en misdaadvlakke teen wie die onbevoegde wetstoepassers nie opgewasse is nie en die oortreders deur hulle kennisse in die stelsel beskerm word, is die hoop op verbetering maar skraal.

 

ENERGIEBRONNE:

Hierdie verstommende stelling van Zuma verduidelik waarskynlik beter as enigeiemand anders se ontleding, die chaos met kragvoorsiening. “The successful electrification programme which has changed the lives of many households was achieved by tapping into artificial electricity reserves, which had not been designed to cater for mass energy distribution. This situation calls for a radical transformation of the energy sector, to develop a sustainable energy mix that comprises coal, solar, wind, hydro, gas and nuclear energy.” Dat geld en kundigheid hier ‘n gebrek is besef Zuma as hy se:”The energy plan also calls for the injection of capital and human resources into the energy sector.Met sy powere benadering tot misdaadbekamping, bly dit egter ‘n hersenskim met die potensiaal om Suid Afrika deur lenings te verkneg waaruit hierdie regime nooit sal loskom nie.

 

SOSIO-EKONOMIESE ONTWIKKELING

As daar na iets positiefs uit die staatsrede gesoek word sou die benadering om lokale vervaardiging en binnelandse industrieë te stimuleer en kleinsake  met finansiering te help ‘n waarde kon hê vir werkskepping en valuta verdienste deur die uitvoer van produkte. Dit word egter gedemp deur BEE vereistes en die regime se onvermoë om stakings en korrupsie by tenderprosedures en toekenning van kontrakte effektief te beheer. Die derdewereld benadering van “township and informal sector businesses” ontwikkeling sal verstedeliking, wat reeds ‘n probleem is, verder laat eskaleer en meer probleme veroorsaak as wat dit sal oplos. “South Africa is becoming an urban country. By 2011 almost 63% of our population were residing in towns and cities and this trend is expected to continue over the coming decade. Our government's Integrated Urban Development Framework will be finalised by 30 July 2014. It will provide a new deal for South African cities and towns.”

Our radical socio-economic transformation programme will be taken further with the implementation of the Industrial Policy Action Plan.We will promote local procurement and increase domestic production by having the state buy 75% of goods and services from South African producers.

 

We will utilise the renewable energy sector, the manufacturing of buses, Transnet's R50 billion locomotive contracts and PRASA's passenger rail projects among others, to promote local content and boost growth. We will also over the next five years promote regional economic development and industrialisation, through the creation of Special Economic Zones around the country.

 

We will continue to support through incentives, the competitiveness of the auto, clothing, leather, footwear and textile industries, which are labour intensive.” Over the next five years, we will prioritise support to small business, as well as township and informal sector businesses in particular, thus using the SMME development programme to boost broad-based black economic empowerment.

 

EIENAARSKAP EN BESITREG

Dit is hier waar die tafel nou behoorlik gedek word om die Afrikaner uit sy totale besit te manipuleer deur wetgewing en allerhande maatreëls wat daarop gerig is om ons te frustreer totdat ons besgee!

 

“We will sharpen the implementation of the amended Broad-based Black Economic Empowerment Act and the Employment Equity Act, in order to transform the ownership, management and control of the economy.

 

We will promote more employee and community share ownership schemes and boost the participation of black entrepreneurs in the re-industrialisation of the economy.  Youth empowerment will be prioritised in our economic transformation programme. Government will introduce further measures to speed up the employment of young people, consistent with the Youth Employment Accord.” “We have identified agriculture as a key job driver. Our target is for the agricultural sector to create a million jobs by 2030.

Government will provide comprehensive support to smallholder farmers by speeding up land reform and providing technical, infrastructural and financial support.

Support will be provided to communities as well to engage in food production and subsistence farming to promote food security, in line with the Fetsa Tlala food production programme.

 

We will accelerate the settlement of remaining land claims submitted before the cut-off date of 1998. We will also re-open the period for the lodgement of claims for the restitution of land for a period of five years, and codify the exceptions to the 1913 cut-off date for the descendants of the Khoi and San.”

 

PLAASLIKE OWERHEID:

“We have listened to the complaints and proposals of South Africans over the past five years, relating to the performance of municipalities. I would like to share with you now, our plan of action to revitalise local government. Our municipalities are built on a firm foundation, built over the last 20 years of democracy.

 

We have evaluated all our municipalities. We have inspected their financial management, how they work within legislative processes as well as their ability to roll out projects and to address capacity constraints. We have also looked at how they respond to service delivery protests. There have been many successes in many municipalities. However we face a number of challenges in others. Our government's Integrated Urban Development Framework will be finalised by 30 July 2014. It will provide a new deal for South African cities and towns. It will set out a policy framework on how the urban system in South Africa can be reorganised so that cities and towns can become inclusive, resource efficient and good places to live in over the next 20 to 30 years.

 

Zuma se: Ons het geluister,...(die afgelope vyf jaar), ons het beoordeel, ons het ge-inspekteer ons het gekyk.... “I would like to share with you now, our plan of action”  Die AVP soek nog die plan.

 

WELSYN:

Vir marginale en kwesbare huishoudings, nog meer geld in die vooruitsig. “Over the past twenty years, we have steadily expanded support for marginalised and vulnerable households through investments in housing, extensions to our social grants programmes and improved access to education and primary health care.

 

Over the period ahead, poverty reduction will continue to be reinforced.

ONDERWYS:

Behalwe die gewone retoriek oor meer kinders in matriek vir die afsienbare toekoms om universiteit toe te gaan, niks oor gehalte onderwys, die fiasko jaar na jaar met die voorsiening van handleidings en dan minder as niks oor die hopelose leerprogramme wat ons laaste op die wêreldranglys plaas in terme van wiskunde, wetenskap en algemene geletterdheid nie.

 

Voorwaar, vir die Afrikanervolk is daar niks positiefs in Zuma se staatsrede nie, behalwe die beproewing waarvoor ons te staan gekom het om te oorleef, ons geloof te behou en gereed te wees om die wêreld te verstom deur die krag en leiding van God onse Vader.
